        AVL CEO Jason Rakau briefs a contingent of NZ-based travel agents on the state of the runway back in June of 2016.

        It’s been a year since ground breaking was supposed to happen on the Bauerfield runway repair project. The Daily Post caught with Airports Vanuatu Ltd CEO Jason Rakau for an update. The youthful-looking CEO is quietly confident. Efforts to deal once and for all with safety concerns over Vanuatu’s main airports are gaining momentum, he says.

        In a wide-ranging interview with the Daily Post last week, Mr Rakau began by assuring people that even if they weren’t seeing machinery on the tarmac, repairs and upgrades to Bauerfield airport are already underway.

           “We’ve already given possession to CCECC. The airport is open for them to start working on, and they’ve actually started working. I think what everyone is looking forward to seeing is the main pavement area, you know, the asphalt being laid and all that.“At this stage I understand it’s still around April—that’s when we’ll get started.

        The turning nodes at each end of the runway, the shoulders bordering the runway, and the apron area outside the terminal will all have to be increased in size and made more robust in order to cope with the longer wing span and increased mass of the larger wide-body aircraft.

        “These are things that they’re already starting to work on to get the sites prepared,” says Rakau, “so that once all the aggregates are here, they’ve got the asphalt plant set up and everything… come April it will basically just be milling up what we already have on the runway and re-laying.

        But that’s not the only upgrade that’s happening. Navigational equipment and facilities are being upgraded, too. A new fire services building is ready to be commissioned, and Narita airport in Japan has donated a powerful new fire-fighting truck.

        Rakau adds, “We’re also putting in place new runway lights, airfield ground lighting, as well. We’re replacing what we currently have, so that involves having the

trenching works already in place.”

AVL expects CCECC to complete work paving the runway within three or four months of breaking ground. Based on an April start date, that would mean the runway itself will be completed in August. CCECC’s deadline is for everything to be complete September.

        Rakau told the Daily Post, “I asked the [CCECC] manager if they still felt they could meet their September completion date, and he said yes, that’s their target.
“I think CCECC have taken this project quite seriously. At the end of the day, it’s their reputation on the line as well.”

        The runway’s dimensions will not change in this project he said. “Pekoa’s a resurface, actually. No enhancements to the dimensions or capabilities of the current runway. It might have a little bit more strength than it had before after this resurface. Otherwise, it’s just a totally new seal on top.”
The intention is to get both Santo and Port Vila to Code E specification, and for Tanna to reach Code C. This has been incorporated into the master plan that arose from the base project.

        “Our priority is to get the runway done as quickly as possible. If there are any contractual issues, it may be best if we side-line them for the time being and get the project moving ahead. We can address those later on. I think we’ve come to that understanding now.
“There’s a lot more momentum now than originally. A lot better working together now than I guess at the beginning.”
