PLANS for long haul flights between China and Vanuatu are continuing and the possibility is looking increasingly good.

Vanuatu’s recent talks with Civil Aviation Administration of China at Asia Pacific (APAC) Ministerial Conference were described as ‘positive’.

Director of Civil Aviation Authority of Vanuatu (CAAV) Joseph Niel and Bakoa Kaltongga, First Political Advisor to the Minister of Infrastructure and Public Utilties held important bilateral talks with Chen Wei, the Deputy Director General of the Civil Aviation Administration of China.

瓦努阿图民用航空管理局局长约瑟夫尼埃尔和巴阿卡-卡尔通加是中国民用航空局的首席政治顾问，他与中国民用航空总局副局长陈伟进行了重要的双边会谈。

Director Niel said Vanuatu’s case involved three key areas and the country is currently investing US$59 million on the Bauerfield runway, including rehabilitation and upgrading of Pekoa and Whitegrass airports

尼埃尔说，瓦努阿图的案件涉及三个关键领域，该国目前在Bauerfield跑道上投入了5900万美元，包括对Pekoa和white格拉斯机场的改造和升级。

He said completion of the upgrades should mean Vanuatu will be be better placed to establish long haul flights directly from China.

He said the VAIP project’s objective to address critical areas in Vanuatu’s aviation environment as highlighted by ICAO’s Universal Safety Oversight Program (USOAP).在国际民航组织的“通用安全监督计划”（USOAP）中突出强调了瓦伊普项目的目标，以解决瓦努阿图航空环境的关键问题。

 Vanuatu Government is aiming for flights from China direct to Vanuatu and that preparations are being looked at now.

Mr Niel asked for the completion of an Air Services Agreement (ASA) between China and Vanuatu that would take into consideratrion the upgrades to Bauerfield setting up agreement between both countries.

尼埃尔要求中国与瓦努阿图签署一份航空服务协议（ASA），这将考虑到两国之间对宝莱菲尔德达成协议的升级。

Mr Wei said that CAAC had received Vanuatu’s proposed draft of the ASA and that his CAAC staff will work closely with CAAV to ensure it is signed by the end of this year.

陈伟表示，中国民航总局已收到了瓦努阿图提出的“亚撒”草案，其CAAC工作人员将与CAAV密切合作，以确保其在今年年底前签署。

The second issue Mr Niel raised was the fact that CAAV noted CAAC may have specific safety requirements with respect to Chinese aircraft and airlines operating to destinations outside China.

So a request has been made for a CAAC Technical team to visit Vanuatu to assess its present Safety Standards and Aerodrome Structures at Bauerfield including the runway being constructed by CCECC and temporary refurbishments by Airports Vanuatu Limited to Bauerfield Aerodrome.

The Deputy Director General of CAAC again reassured Vanuatu that CAAC will assist CAAV and MIPU in marketing Bauerfield to Chinese airline companies and aircraft intending to operate in Vanuatu. CAAC further stated CAAC’s commitment to consider and assist CAAV.

民航总局副局长再次向瓦努阿图保证，CAAC将协助CAAV和MIPU向中国航空公司和有意在瓦努阿图运营的飞机提供服务。中国民航总局进一步阐明了中国民航总局关于考虑和协助CAAV的承诺。

Mr Wei was told by Mr Kaltongga, Chairman of AVL that efforts are already underway involving preliminary meetings with Chinese tourism management companies and travel agents in China on numerous fronts including charter flights.
